In a skillet over medium heat, brown the beef chunks or ground beef until fully cooked. Drain excess fat and add minced garlic, cooking for an additional minute until fragrant.
In a large bowl, combine the cooked beef, Guinness or ale, beef stock, salt, pepper, rice, diced bell pepper, sliced zucchini, and courgette. Mix well to guarantee all ingredients are evenly distributed.
Layer the mixture into the greased casserole dish, ensuring an even spread. Sprinkle the grated Parmesan cheese on top.
Cover the dish with aluminum foil and bake in the preheated oven for 30-45 minutes if cooking quickly, or 3 hours if slow cooking. Check for doneness and guarantee the rice or pasta is tender.
Once cooked, remove the casserole from the oven and let it cool for a few minutes. Garnish with fresh parsley and red onion slices before serving.
