  • In a mixing bowl, combine the cornstarch, flour, baking powder, salt, and pepper. In a separate bowl, beat the egg and mix it with the cold water. Set both mixtures aside.
  • Dip the chicken pieces into the egg mixture, ensuring they are well coated, and then dredge them in the flour-cornstarch mixture until fully covered.
  • Heat vegetable oil in a deep skillet or wok over medium-high heat until it reaches 350°F (175°C). Fry the chicken in batches for 3-4 minutes or until golden brown and crispy. Avoid overcrowding the pan to maintain the oil temperature.
  • While the chicken is frying, prepare the honey garlic sauce. In a saucepan, combine honey, soy sauce, minced garlic, rice vinegar, sesame oil, grated ginger, and red pepper flakes. Bring to a simmer over medium heat, stirring frequently for 2-3 minutes.
  • To thicken the sauce, mix a tablespoon of cornstarch with a little water to make a slurry and add it to the simmering sauce. Cook for an additional 1-2 minutes or until the sauce thickens.
  • Once the chicken is fried and the sauce is ready, add the crispy chicken pieces to the saucepan and gently stir to coat them in the sauce. Cook for another 1-2 minutes to allow the chicken to absorb the flavors.
  • Transfer the honey garlic chicken to a serving dish and garnish with sesame seeds and chopped green onions. Serve immediately over steamed rice or with your choice of sides.
  • For the best results when cooking this dish, maintain the oil temperature around 350°F (175°C) to achieve a perfectly crispy texture. It's also important to serve the chicken right after coating it in the sauce for optimal crispiness, as the coating can soften if left too long.
